Section 1. The CAT Officers shall have the primary duty to ensure academic excellence in their respective subjects, thereby avoiding computer gaming and other form of vices (drinking of liquors, smoking, etc.) at all times.

Section 2. The CAT Officers shall at all times uphold discipline and respect for themselves as well as for the institution as a whole, with dignity and pride.


Section 3. Every Officer shall have the right to peaceful assembly in order to express his/her interests, grievance and complaints not contrary to the organization's policies and the school rules and regulations.

Section 4. Every Officer shall have the right to exercise freedom of speech, press, political belief and conviction, provided that such exercise is not contrary to the Mission Statement of the Organization and of the school in general.

Section 5. Every Officer shall ensure that the rules and policies of the organization are faithful followed, in conformity with the organization's principle, not contrary mission statement of the school.

Section 6. The CAT Officers shall act as role models of the entire students inside and outside of the school vicinity to ensure respect and uphold genuine leadership with dignity & pride, carrying the principle “Modelling by Example,” as mandated and clearly stated in the Augustinian Recollect Council of Students Manual.

Section 7. As the Defense, Peace and Order Committee duly recognized and authorized by the ARCS, the CAT Officers are mandated to perform the following:

a. ensure discipline, peace and order inside the school campus.

b. take full authority& at the entrance gate every morning (6:00) and afternoon, (12:30), enforcing the prescribed school uniform, with the assigned Officer&& of the Day/Cadet and Cadette of the day

c.check & evaluate any student found to have committed violations as stated in the ARCS Manual, and eventually report to the Office of the ARCS Coordinator &/or Prefect of Discipline.

d.maintain order in the falling of line during the flag ceremony, after recess and before the afternoon classes.

e.check the security of the school lobby during break time and coordinates with the League of Mayors through the classroom Peace Officers, the cleanliness and classroom behaviour during our class hours as when the teacher-in-charge is not yet present.

f.confiscate unnecessary accessories (e.g. caps, bracelets, necklace, rings, chain, pins, cell phone etc.) anytime of the day within the campus vicinity or at official off-campus activities which are deemed improper.

g. maintain peace and order during any activities of the council, club or of the school as a whole, as well as maintaining order during recess time inside the canteen vicinity.

h. confiscate ID of the student/s caught playing computer games during class days and /or committing other violations as stated in the student/ ARCS manual.

i. Ensure the security of the campus after dismissal time in the afternoon.


Section 8. Functions of the CAT Officers

A. Group Commander

1.He/She shall be the highest Officer in position & is vested full authority to govern the organization & the student body, with the supervision of the CAT Coordinator;

;2The Group Commander shall convene and call for all official meetings of the organization, with the presence of the CAT Coordinator.

3.He/She shall see to it that the constitution and By-laws and all resolutions adapted by the organization are strictly complied with.

4. He/She shall have the right in authorizing financial transactions of the organization with the approval of the CAT Coordinator.

5.The group Commander shall have the power to direct or appoint any officer, cadet or cadette in any function/and/or position/s, as approved by the CAT Coordinator, should there be a necessity to do such appointment.

6.He/She shall attend the council meetings of the ARCS or any other meetings when called for or delegate another officer of the organization in his/her absence.

7.He/She shall sign all organizational certificates, fund requests & disbursement vouchers and such other papers as covered by the policies of the organization, with the approval of the CAT Coordinator

8.He/She shall submit year-end financial and activity reports, and other necessary correspondence to the office of the CAT coordinator.

9.He/She shall preform other duties that may be assigned by the CAT Coordinator.


B. Adjutant


1. He/She be 2nd highest officer in position and is vested full authority in the absence, resignation, disability or death of the group commander.
2. He/She shall serve as an understudy of the Group Commander so that on the event of aforementioned absence or disability, he/she is prepared to assume the office of the group commander without any prejudice to the affairs of the level of organization, & shall preside all meetings called for the group commander and/or CAT Coordinator.
3. He/She shall attend the council meetings of the ARCS or any official meeting called for by the school, when delegated.
4. He/She shall keep an accurate record of the attendance & list of merits & demerits of all the cadets and cadettes, including the CAT Applicants for the academic year, in relation to the monthly drill day and special formation.
5. He/She shall be responsible in preparing the schedule of the officer of the day, cadet and cadette of the day, flag and rifle bearers of the day.

6. He/She shall turn over to his/her successor all books and properties in his/her possession belonging to the organization.

7. He/She shall perform other duties that may be assigned to him/her by the Group Commander, upon consultation with the CAT Coordinator.
C. Intelligence Officer

1. The Intelligence Officer shall keep an authentic record of the proceedings and minutes of meetings of the organization.
2 He/She shall submit weekly reports to the office of the CAT Coordinator regarding school activities and other confidential matters pertaining to the behaviour of the officers and the rest of the students.
3. He/She shall be given full authority to give merits or demerits to his/her fellow officers, provided that such authority is justifiable and in accordance with the organization's rules and regulations.
4. He/She shall have a complete record of the officers' attendance in any meeting, formation and/or special sessions called for, by the group commander and/or CAT Coordinator.
5. He/She shall prepare and keep all correspondence pertaining to all activities of the organization.
6. He/She shall be responsible for the dissemination of communications for notice of meeting and/or special sessions called for, by the group commander and/or CAT Coordinator.
7. He/She shall furnish all officers of the organization the minutes of meetings conducted within the academic year.
8. He/She shall turn over to his/her successor all books and properties in his/her possession belonging to the organization.
9. He/She shall perform other duties that may be assigned to him by the group commander, upon consultation with the CAT Coordinator.


D. Training Officer

1.The training Officer is vested full authority as the highest officer in command during the unit's monthly formation and is in charge of the plans, operations and trainings of the unit.
2. He/She shall prepare the schedule of the monthly formation, to be submitted to the office of the CAT Coordinator one week before the actual formation.
3. He/She shall direct all squadron commanders and flight leaders of all the activities of the unit in relation to flight drill, rifle drills & ceremonies, in preparation of the annual civic parade and other special formations and/or occasions.
4.He/She shall govern the training of the CAT Applicants from August until March, unless otherwise, the CAT Coordinator decides whom to direct the authority to handle the applicants.

5.He/She shall perform other duties that may be assigned to him by the group commander, upon consultation with the CAT Coordinator.

E. Finance Officer

1.The Finance Officer shall serve as custodian of all the money, securities, papers and book of accounts of the organization necessary for this purpose.

2. He/She shall properly account all cash receipt evident by legal and official documents acknowledged by the Group Commander, duly approved by CAT Coordinator.

3. He/She shall keep a complete and accurate record of all cash transaction, fund-raising projects, donations, and other sources of funds, evident by legal and official documents

4.He/She shall campaign for the collections, donations, fees and dues approved by the organization, with the consent of the CAT Coordinator.

5.He/She shall issue receipts for all collections, donations, fees & dues received, and keep an accurate record of the same.

6. He/She shall pay all official expenses, duly authorized by the Group Commander and approved by the CAT Coordinator.;

7.He/She shall certify the correctness of the cash position of the organization in all financial reports, to be submitted to the office of the CAT Coordinator at the end of the academic year.

8.He/She shall prepare monthly & year-end financial reports of the organization, duly signed by the Group Commander and approved by the CAT Coordinator.

9.He/She shall turn over the money, securities, papers, books & other properties belonging to the organization that he/she may have in his/her possession upon appointment of his/her successor.

10.He/She shall perform other duties that may be assigned to him/her by the Group Commander and /or the CAT Coordinator

F. Comptroller

1.He/She shall conduct a regular audit of all the money received, all disbursements made by the Finance Officer, supported with legal official receipts, properly account all properties of the organization.

2.He/She shall verify the accuracy of the book of accounts of the organization at the end of academic year, and shall submit findings/reports directly to the office of the CAT Coordinator.

3.He/She shall perform other duties that may be assigned to him/her by the group Commander and/or CAT Coordinator.

G. Squadron Commander

1. He/She shall be the commanding officer of the squadron and is vested full authority to govern the flights under him/her.

2.He/She shall maintain an accurate record of attendance, as well as list of merits and demerits of the flights under him/her.

3.He/She shall have the right to control the flow of the activity of his/her squadron, with the consent of the Training Officer, duly authorized by the Group Commander, pending upon approval of the CAT Coordinator

4.He/She shall have the right to dismiss his/her squadron, with the consent of the Training Officer, duly authorized by Group Commander, pending upon approval of the CAT Coordinator.

5.He/She shall perform other duties that may be assigned to him/her by the Group Commander and/or CAT Coordinator.



H. Flight Leader

1.He/She shall be the commanding officer of the flight assigned to him/her

2.He/She shall keep an accurate record of attendance, as well as list merits and demerits of all the cadets and cadettes assigned to her

3.He/She shall exercise his/her fundamental right to give sanction and/or penalty to his/herassigned flight, should the violations committed by the cadets and cadettes warrant its necessity.

4.He/She shall perform other duties that may be assigned to him/her by the Group Commander and/or CAT Coordinator.


I. Flag Officer

1. He/She shall be responsible in keeping the school and national flag in a secured place at all times.

2.He/She shall carry the school flag during civic military parades and other special formations and/or occasions, unless otherwise the CAT Coordinator decides to whom to assign the School Flag as Flag Bearer.

3.He/She shall be responsible in securing the National Flag during Flag Retreat.

4.He/She shall perform other duties that may be assigned to him/her by the Group Commander and /or the CAT Coordinator.

J. Medical Officer


1.He/She shall be responsible in securing the safety of the unit during civic military parade, monthly formation, other special formations and/or occasions by providing proper medical assistance.

2.He/She shall carry the medical kit at all times, equipped with complete medicines including medicines for migraine, headache, stomach ache, gas pain and minor burns.

3.He/She shall perform other duties that may be assigned to him/her by the Group Commander and/or the CAT Coordinator.


K. Resident Senior Officer (RSO)


1.The Resident Senior Officer is directly appointed by the CAT Coordinator & shall be given full authority to handle & supervise the unit, upon approval of the CAT Coordinator.

2.He/Shall be the officer in command, in the absence of the CAT Coordinator, provided that he/she has been given notice of authority to handle and supervise to handle and supervise the unit on a given formation/activity.

3.The RSO, as recognized by the unit, upon appointment of the CAT Coordinator shall be accorded full military courtesy, in accordance with the unit’s guiding principles.

4.No Resident Senior Officer is allowed to handle the unit without prior permission from the CAT Coordinator.

5.He/She shall perform other duties that may be assigned to him/her by the CAT Coordinator.

Section 9: Role of the CAT Coordinator


1.The CAT Coordinator is directly appointed by the School Principal or before the opening of the academic year, whose credibility and moral integrity as a person has never been in question.

2. Any regular faculty member, who is knowledgeable of the nature & function of the CAT, duly appointed by the school principal as the CAT Coordinator has the full authority to coordinate, supervise and administer the CAT-I Unit for an indefinite term, but may be revoked or renewed through valid cause or reason at the end of every academic year.

3.The CAT Coordinator shall, whenever necessary, coordinate with the office of the Prefect of Discipline, Office of the Academic Coordinator, Office of the Student Activities and office of the school principal regarding the unit’s rules & regulations and/or program of activities.

4.The CAT Coordinator shall have the authority to appoint Resident Senior Officer/s (Alumni CAT Officer) to help the unit in accomplishing its goals and objectives, provided however that these officers have no record of any single violations against the unit or against the school, have shown meritorious acts during their term as junior officers worthy of emulation and continue to keep the legacy of the unit, of upholding discipline, integrity and respect of the unit even after graduation.

5.The CAT Coordinator, when necessary shall be given the authority to impose sanctions to any student found to have committed violations against the school rules and regulation, provided however that the office of the Prefect of Discipline is properly informed
